LICENSE FOR BRICK KILN

The licensing process for brick kilns is governed by two key legislative frameworks: the Brick Making and Kiln Establishment (Control) Act of 2013 and the Brick Manufacturing/Kiln (Control) Rules of 1989. These regulations establish the legal basis for obtaining a license to operate brick kilns, ensuring compliance with environmental, safety, and operational standards. The Act and Rules outline procedures for application, investigation, fee payment, and issuance of licenses, aiming to regulate and monitor the brick manufacturing industry for sustainable and environmentally responsible practices.

  3. Copy of Certificate of nationality [Attested and forwarded by local government representative]
  4. Copy of documents of property ownership or deed of tenancy [Attested by First-Class gazette officer]
  5. Copy of receipt of most recent land tax payment [Required only in case of property ownership]
  6. Certificate of bank solvency
  7. Copy of TIN Certificate/income tax Certificate [Required for the purpose of TIN]
  8. Copy of VAT registration Certificate [Required for the purpose of VAT number]
  9. Copy of map of the Mouza (village) where the brick kiln is proposed to be established
  10. Brick kiln layout
  11. No-objection Certificate [Obtain from concerned Union Porishad]
  12. Copy of the Environmental Clearance Certificate [Attested by First-Class gazette officer]
  13. Treasury Challan [Obtained by submission of required fees]

Step by step all process

Step 1 Form Collection and Submission: Collect the prescribed Form from the ‘Business & Trade’ section of respective DC offices and submit the filled-in Form, along with necessary documents, to the same section of the DC office.

Step 2 Investigation, Report, and Environmental Assessment: The DC office forwards the application package to the concerned investigation officer (usually, UNO and Assistant Commissioner) for an investigation report. Upon receiving the investigation report, the DC office then forwards the application package to the Department of Environment office (if the report is satisfactory from the investigation officer).

Step 3 Environmental Clearance Issuance: Separately applying for Environmental Clearance Certificate by the applicant. If the report is satisfactory from the investigation officer than the Department of Environment issuance of Environment Clearance and return the original application package of the applicant by the Department of Environment to DC office.

Step 4 Fee Payment and Submission Treasury Challan: Pay the License fee by the applicant and submit Treasury Challan at the ‘Business & Trade’ section of the DC office.

Additionally, for operating the brick kiln for –

  • One (1) session: BDT 7,500
  • One and a half (1.5) sessions: BDT 10,000
  • Two (2) sessions: BDT 15,000

Step by step all process

Step 1 Application & Form submission: The applicant begins by collecting the prescribed form from the ‘Business & Trade’ section of their respective DC office. After obtaining the form, they proceed to fill it out completely and prepare the necessary supporting documents for submission.** Applicant separately applies for the renewal of Environmental Clearance Certificate.

Step 2 Department of Environment Review: Subsequently, the Department of Environment undertakes a thorough review of the renewal application. This includes assessing the report provided by the investigation officer to ensure that it meets the necessary criteria for renewal.

Step 3 Fee Payment and Treasury Challan Submission: Once the Department of Environment confirms the satisfactory nature of the investigation officer’s report, the applicant proceeds to pay the License renewal fee. They then submit the Treasury Challan at the ‘Business & Trade’ section of the DC office.

Step 4 Issuance of License: After successfully submit the treasury challan at the Business & Trade section, the DC office issuance the Renewal license from the DC office
