LICENSE FOR INTERNATIONAL INTERNET GATEWAY (IIG) SERVICE

The License for International Internet Gateway (IIG) Service in Bangladesh regulates international internet connectivity, based on several legal statutes: the Bangladesh Telecommunication Act, 2001 (as amended), the Wireless & Telecommunication Act, 1933, the Telegraph Act, 1885, and the Licensing Procedure Regulation, 2004 (as amended). These laws ensure compliance and governance in the telecommunications sector, facilitating efficient and secure internet services.

Required list of documents:

1. Application with one copy of original application Form along with one set of soft copy of application in a CD (PDF Format) [Two copies]

2. Memorandum of Articles of the Association and Incorporate Certificate [Certified as true copy]

3. Share certificate demonstrating ownership [Certified as true copy]

4. List of Directors with detail of their shareholdings and relation to other operators and applicants for a License along with bio-data and photos [Original]

5. List of shareholders with details of equity of ownership [Original Copy]

6. Proposed financial Information including capital expenditure plans, budget and financial plan for next two years [Original Copy]

7. Income tax certificate and TIN certificate [Original Copy]

8. Most recent financial results and management accounts for applicant and its key shareholders/ investors [Original Copy]

9. Letter of comfort from a scheduled bank [Original Copy]

10. Organization, Business and implementation plan as per schedule-7 [Original Copy]

Step by step all process:

Step 1: Application Submission

Submission of two copies of the application, including one original application form and a set of the soft copy (PDF format) on a CD, to the allied Commission of BTRC.

Step 2: Bidding Invitation and Process

The Commission invites prequalified applicants to submit the bidding fee (adjustable/refundable BDT one lac) through a normal banking channel within 7 working days after receiving the invitation. Three representatives per applicant are allowed to participate in the bidding process at a specified venue and date. The open out-cry bidding commences at the announced time and venue, following set rules. The Commission then announces the winning and final bidder once no further bids are made.

Step 3: License Acquisition Fee and Annual Fee Payment

The winning bidder deposits the License acquisition fee (BDT 5 Lac) within 10 working days of winning the bid. Additionally, an annual license fee of BDT 2.5 Lac must be deposited to BTRC every year.

Step 4: Revenue Sharing and Security Deposit Submission

Gross revenue is shared as determined in the open out-cry bid. A security deposit of BDT 5 Lac must be submitted to BTRC within 15 working days of the issuance of the IIG License.

Step 5: License Issuance

Upon completion of all required payments and documentation, the Commission issues the International Internet Gateway (IIG) License to the winning bidder. This license grants legal authorization to operate as an IIG service provider within Bangladesh’s regulatory framework.
