LOCAL PURCHASE PERMIT (BEZA)

The Local Purchase Permit (LPP) is a regulatory tool designed to govern the acquisition of local goods within Bangladesh’s Economic Zones and Export Processing Zones. It is grounded in two key legal frameworks. First, the Bangladesh Economic Zones Act, 2010 establishes the operational guidelines for these zones, including the requirements for local sourcing. Second, Clause 15(5) of the Import Policy Order 2015-2018 mandates that a list of goods to be purchased locally be issued by the Economic Zones Authority or Export Processing Zones Authority. Furthermore, the procurement of these goods requires a no-objection certificate from the National Board of Revenue and approval from the Ministry of Commerce.

Step by step all process

Step 1 Submission of Application and Export Data via OSS Online System: The process begins with the submission of an application through the Online Services System (OSS), where applicants also provide documentation of their export quantities from the previous year. This combined submission facilitates a streamlined review process and ensures that the necessary data is available for assessment.

Step 2 Verification of Export Quality: The submitted export quantity data and associated documentation undergo a verification process to ensure accuracy and compliance with relevant standards. This step confirms that the goods meet the required quality benchmarks.

Step 3 Confirmation Sent to Customs at Zone Gate: After successful verification, a confirmation is sent to the Customs authorities at the zone gate. This notification informs Customs of the approved Local Purchase Permit and facilitates the subsequent procedures.

Step 4 Generation of the Gate Pass: Based on the confirmation from Customs, a gate pass is generated. This pass authorizes the movement of goods into the Economic Zone or Export Processing Zone, completing the permit process.
